Singgung Subsidi Mobil Listrik, Anies: Bukan Solusi Atasi Polusi Udara

SUMAPEDIA.COM, JAKARTA – Bacapres dari Koalisi Perubahan, Anies Baswedan, menyinggung subsidi mobil listrik yang menjadi program pemerintah. Menurut Anies, pembeli mobil listrik adalah orang mampu yang tak butuh subsidi.

“Solusi menghadapi masalah lingkungan hidup apalagi soal polusi udara bukanlah terletak di dalam subsidi untuk mobil listrik yang pemilik pemilik mobil listriknya adalah mereka-mereka yang tidak membutuhkan subsidi, betul?” kata Anies dalam acara relawan Amanat Nasional (ANIES), di Jakarta pada Minggu (7/5).

Tak soal subisidi, Anies menilai emisi karbon kendaraan listrik per kapita lebih tinggi dibanding emisi kendaraan konvensional bus berbahan minyak, jika dihitung per pengguna kendaraannya.

“Emisi karbon mobil listrik per kapita per km sesungguhnya lebih tinggi daripada emisi karbon bisa berbahan bakar minyak. Emisi per km per kapita untuk mobil listrik dibandingkan dengan bus berbasis BBM. Kenapa itu bisa terjadi, tanda tanya karena bus memuat orang banyak sementara mobil memuat orang sedikit,” sambungnya.

Anies menceritakan pengalaman pada saat ia masih aktif menjabat sebagai Gubernur DKI Jakarta. Bahwa subsidi yang kurang tepat sasaran malah akan meningkatkan kemacetan.

“Pengalaman kami di Jakarta ketika kendaraan pribadi berbasis listrik dia tidak akan menggantikan mobil yang ada di garasinya dia akan menambah mobil di jalanan menambah kemacetan di jalan,” tuturnya.

Anies menambahkan, sumber daya yang dimiliki negara harus diberikan ke sektor-sektor yang dapat memberikan manfaat.

“Kita mengharapkan agar sumber daya yang dimiliki negara diberikan melalui sektor-sektor yang memberikan manfaat nyata bagi masyarakat banyak bukan semata-mata untuk mendapatkan perhatian dalam percakapan apalagi percakapan sosial media,” bebernya.

Subsidi kendaraan listrik khususnya mobil listrik akan berlaku sembilan bulan, sejak April hingga Desember 2023.

Ini tertuang di Pasal 5 Peraturan Menteri Keuangan (PMK) Nomor 38 Tahun 2023 tentang Pajak Pertambahan Nilai atas Penyerahan KBLBB Roda Empat Tertentu dan KBLBB Bus Tertentu yang Ditanggung Pemerintah Tahun Anggaran 2023.

Adapun, skema bantuan pembelian mobil listrik ini berupa Pajak Pertambahan Nilai (PPn) yang ditanggung pemerintah dan diberikan untuk masa pajak April 2023 hingga Desember 2023.

PPn untuk kendaraan bermotor listrik berbasis baterai (KLBB) yang sebelumnya 11 persen kini menjadi 10 persen. Dengan catatan, produk yang dibeli memiliki TKDN minimal 40 persen.

Sebagai contoh, bila Anda membeli mobil listrik dengan harga on the road (OTR) Rp 300 juta akan mendapat potongan PPn 10 persen atau sebesar Rp 30 juta. Sehingga harga yang Anda perlu bayar untuk mobil listrik tersebut menjadi Rp 270 juta.
