SKANDAL MANIPULASI KPU: PEMILU 2024 DIMULAI DENGAN KECURANGAN?

SUMAPEDIA.COM-Komisi Pemilihan Umum (KPU) belakangan ini banyak mendapat sorotan. Oktober 2022 lalu kasus pencurian data NIK yang dilakukan oleh partai politik akhirnya terkuak. Saat itu KPU baru saja merilis sistem politik berbasis elektronik yang mereka bangun. Data yang terdapat pada aplikasi sipol KPU, ditemukan nama dan NIK pada data anggota parpol padahal tidak pernah terafiliasi dengan parpol yang bersangkutan.

Kasus manipulasi data ini tidak semata dilakukan parpol, tapi keculasan itu diduga kuat dilakukan oleh KPU sendiri. Padahal KPU adalah panitia yang nantinya akan menjadi penyelenggara hajatan akbar Pemilu 2024.

Ada 3 persyaratan yang harus dipenuhi parpol agar bisa mengikuti pemilu, diantaranya (1) Mempunyai 100% kepengurusan DPD di seluruh provinsi, (2) Mempunyai 75% kepengurusan DPC kabupaten/kota, (3) Mempunyai anggota 1/1000 dari jumlah penduduk di 75% kabupaten/kota, keanggotaan ini dibuktikan dengan adanya kepemilikan kartu tanda anggota (KTA). Untuk membuktikan keanggotaan, selain dibutuhkan KTA juga diperlukan salinan KTP atau KK yang nantinya diinput ke situs sipol KPU.

Sipol dipakai untuk mencegah keanggotaan parpol berpotensi ganda dan tidak memenuhi syarat, misalnya orang yang didaftarkan sudah meninggal. Untuk membuktikan keabsahan anggota parpol, dilakukan verifikasi faktual dengan turun ke lapangan. Masalahnya semenjak gugatan Partai Garuda ke Mahkamah Konstitusi dikabulkan, parpol yang lolos parliamentary threshold 2019 tidak lagi harus diverifikasi faktual.

“Partai yang lolos verifikasi dan lolos parliamentary threshold 2019 tetap diverifikasi secara administrasi namun tidak diverifikasi secara faktual.” Anwar Usman Ketua MK (5/5/2021).

Sehingga proses verifikasi faktual hanya dilakukan kepada parpol baru dan parpol yang tidak lolos parlemen 2019 seperti PSI, Hanura, Perindo, dan PBB. Proses verifikasi ini penting untuk membuktikan keterwakilan parpol di masyarakat.

Dianalogikan seperti penyaringan batas usia pemain bola untuk suatu pertandingan, seperti itu juga fungsi proses verifikasi faktual ini. Misal seorang usia 30 tahun memasukan umurnya ke dalam tim kompetisi U-20, maka itu adalah sebuah kebohongan, bisa dikatakan skandal pencurian umur.

Tapi bagaimana jika kecurangan diinisiasi dan diperintahkan langsung oleh panitia kompetisi? Kurang lebih seperti itulah dugaan kuat tindak tanduk yang dilakukan KPU saat ini. Sebuah skandal sebelum Pemilu dimulai. Sengkarut manipulasi muncul dalam verifikasi faktual dilakukan KPU kabupaten/kota pada Oktober hingga November 2022 lalu.

Sampling kecil kecurangan itu tergambar dari proses verifikasi pada sebuah kabupaten. Dilansir dari Narasi Newsroom, ditemukan dokumen otentik yang dikumpulkan verifikator saat melakukan verifikasi anggota partai gelora. Dari 114 orang diklaim menjadi anggota partai. KPUD menguji sampel dari 88 orang. Dari hasil rapat pleno pada tanggal 5 November 2022 hanya 66 orang terverifikasi sebagai anggota partai gelora, sementara sisanya 24 orang menolak dikaitkan dengan partai gelora.

Dari verifikasi faktual tersebut seharusnya membuat Partai Gelora Tidak Memenuhi Syarat (TMS). Alih-alih dicatat tidak memenuhi syarat, Partai Gelora malah diloloskan oleh KPU. Lebih aneh lagi perbandingan 66:4 sesuai verifikator di lapangan, diubah oleh KPU menjadi 87:1.

Sebetulnya jika partai tidak lolos verifikasi faktual, partai bisa memperbaiki di verifikasi faktual perbaikan. Namun kenyataanya, Partai Gelora tidak melalui prosedur itu. Sebelum adanya verifikasi faktual perbaikan, Partai Gelora sudah diloloskan oleh KPU. Ini membuktikan adanya prosedur ilegal oleh KPU.

Problematika kecurangan juga terjadi pada proses verifikasi perbaikan. Partai-partai yang tidak lolos pada verifikasi pertama, diberi kemudahan untuk memperbaiki diverifikasi kedua. Sebagaimana dilansir dari akun Narasi Newsroom (16/1), pengakuan dari seorang verifikator KPUD dengan nama samaran ‘Mr. M’ mengaku mendapat arahan dari KPU Provinsi untuk membantu seluruh partai yang gagal diverifikasi faktual agar lolos.

Mr. M menyampaikan arahan dari KPU Provinsi itu agar melakukan dua opsi kecurangan yaitu kecurangan legal dan ilegal. Yang dimaksud kecurangan legal yaitu KPU ‘main mata’ dengan parpol, parpol diminta untuk membuat video pengakuan agar dari anggota yang bersangkutan menyatakan diri sebagai anggota parpol. Kemudian curang yang ilegal adalah dengan melakukan tanda tangan palsu oleh verifikator lapangan sebanyak lembar kerja agar partai tersebut lolos. Sehingga pada 8 Desember 2022 didapatkan kesimpulan bahwa semua partai yang dilakukan verifikasi faktual perbaikan itu memenuhi syarat semua tanpa terkecuali.

Proses dugaan manipulasi dokumen dikerjakan dibawah pengawasan komisioner KPU Provinsi. Dugaan itu dapat dilihat dari surat undangan KPU Provinsi Jawa Tengah Nomor 1197/PL.05.1-SD/33/2022 tanggal 2 November 2022, kepada Ketua KPU Kabupaten/Kota untuk Rapat Koordinasi Persiapan Rekapitulasi Hasil Verifikasi Faktual. Tercantum seluruh ketua KPU Kabupaten/Kota untuk membawa printer, kertas, scanner, stempel KPU, dan terminal listrik. 

Lantas untuk apa sekelas rapat koordinasi saja membawa peralatan selengkap itu?

“Betul tanggal 5 November kami mengundang kab.kota dan meminta mereka membawa perlengkapan. Kami sudah sering dalam bimtek atau rakor minta mereka membawa perlengkapan. Bukan hanya dalam rakor itu saja..,” kata Paulus Widiyantoro, Ketua KPUD Jawa Tengah, dilansir dari Narasi Newsroom (16/1).

Contoh tersebut adalah gambaran kecil dari manipulasi kecurangan verifikasi yang diduga dilakukan oleh internal KPU. Mantan Komisioner KPU RI Periode 2012-2017, Hadar Nafis Gumay menyebut, pola yang sama juga terjadi di wilayah lain. Ini membuktikan kecurangan terjadi secara sistemik dan masif. Informasi ini Ia dapat setelah mendapat keluhan dari rekan-rekannya komisioner KPU di daerah.

Yang jadi pertanyaan, siapa yang memerintahkan mereka melakukan keculasan itu? Pada kasus partai Gelora yang dibahas di atas, instruksi manipulasi itu datang dari atas. Riak-riak kekhawatiran pengurus KPUD manipulatif ini disikapi oleh KPU Pusat. Rekaman suara ketua KPU Pusat Hasyim Asy’ari terdengar seperti menenangkan anak buahnya atas tindakan culas ini.

“Jadi kalau ada ketua Provinsi, Ketua KIP Provinsi, Anggota KPU atau Anggota KIP Provinsi kalau memberikan arahan itu pasti dari KPU Pusat. Demikian juga yang mengurus sekretariat. Ya Sekretaris, Kabag, Kasubag, kalau melakukan sesuatu terkait kegiatan verifikasi partai. Ketika ada arahan atau instruksi dari Pak Sekjen, itu nggak ada cerita Pak Sekjen jalan sendiri itu nggak ada. Itu sudah pasti sepengetahuan kami. Sudah pasti instruksi dari kami Anggota KPU”. Kata Hasyim Asy’ari, Ketua KPU RI 2022-2027 dalam rekamannya.

Apabila kecurangan ini terus berlanjut untuk pemilu 2024, bisa kita bayangkan, yang pasti kita tidak akan pernah mendapatkan pemimpin yang dipilih secara jujur dan adil.
