UTANG PEMERINTAH RI DI AKHIR 2022 TEMBUS RP. 7.733 TRILIUN

SUMAPEDIA.COM-Kementerian Keuangan (Kemenkeu) mencatat, posisi utang Indonesia sepanjang 2022 tembus di angka Rp 7.733,99 triliun dengan rasio utang 39,57 persen dari total produk domestik bruto (PDB) Indonesia.

Dilansir dari kumparan, Kementerian Keuangan menjelaskan, nilai utang pemerintah pada Desember 2022 mengalami peningkatan jika dibandingkan dengan periode bulan sebelumnya yang tercatat sebesar Rp 7.554,2 triliun.

“Terdapat peningkatan dalam jumlah nominal dan rasio utang jika dibandingkan dengan November 2022. Namun, jika dibandingkan dengan periode yang sama pada tahun lalu, rasio utang terhadap PDB menurun dari sebelumnya 40,74 persen menjadi 39,57 persen,” tulis Kemenkeu dalam Buku APBN Kita Edisi Januari 2023, dikutip Jumat (20/1).

Meski demikian, Kemenkeu menyebut peningkatan utang tersebut masih dalam batas aman, karena rasio utang pemerintah berada jauh di bawah batas maksimal yang ditentukan dalam Undang-Undang yakni 60 persen terhadap PDB.

Kemenkeu menjelaskan, fluktuasi posisi utang pemerintah dipengaruhi oleh adanya transaksi pembiayaan berupa penerbitan dan pelunasan surat berharga negara (SBN), penarikan dan pelunasan pinjaman, serta perubahan nilai tukar.

Dari total Rp 7.733,99 triliun rinciannya Surat Berharga Negara (SBN) mencapai Rp 6.846,89 triliun dan pinjaman Rp 887,10 triliun.

“Pemerintah berkomitmen untuk terus mengelola utang dengan hati-hati. Untuk menjaga akuntabilitas pengelolaan utang, Pemerintah akan selalu mengacu kepada peraturan perundangan dalam kerangka pelaksanaan APBN, yang direncanakan bersama DPR, disetujui dan dimonitor oleh DPR, serta diperiksa dan diaudit oleh BPK,” tulis Kemenkeu.

Berdasarkan jenisnya, mayoritas utang Indonesia adalah instrumen SBN yang mencapai 88,53 persen dari seluruh komposisi utang pada akhir Desember 2022.

Sementara berdasarkan mata uang, utang pemerintah didominasi oleh mata uang rupiah yaitu mencapai 70,75 persen.

Dengan strategi utang yang memprioritaskan penerbitan dalam mata uang rupiah, Kemenkeu yakin porsi utang dengan mata uang asing kedepannya diperkirakan akan terus menurun dan risiko nilai tukar dapat makin terjaga.

“Hal tersebut menunjukkan upaya pemerintah yang konsisten dalam rangka mencapai kemandirian pembiayaan dan didukung likuiditas domestik yang cukup,” tuturnya.

Meski begitu, Pemerintah akan terus mewaspadai berbagai risiko yang berpotensi meningkatkan cost of borrowing seperti pengetatan likuiditas global dan dinamika kebijakan moneter negara maju.
